New York City: four doors. Mixing them wastes the day.

You still have rights in this unit. A landlord notice is not a judgment and not a lockout. Keep the paper. Photograph every page. If it names NYC Housing Court, a case number, or a date to appear, a case has been filed. That is same-day legal-aid work. You do not have to solve it tonight.

HPD — the Department of Housing Preservation and Development — handles housing-quality rights and many condition complaints. Their Tenant Bill of Rights page is a City classroom for heat, pests, paint, and locks. HPD is not Housing Court. An HPD complaint does not cancel a possession case.

NYC Housing Court, in the New York State Unified Court System, is where possession cases in the five boroughs are heard. Papers that name that court are a case. A landlord text is not.

New York State Homes and Community Renewal (HCR) administers rent-stabilized and rent-controlled status. That is a building-and-unit question. Do not assume your unit is regulated because the building is old, or unregulated because it is new. Ask HCR. This desk will not guess from a ZIP code.

311 is how you open a City service request. Useful for conditions. It is not a lawyer. It is not HCR. It is not Housing Court.

New York City has a right-to-counsel program for eligible tenants in eviction cases — often described as Universal Access to Legal Services. Eligibility, income screens, and which cases are covered are now-questions the City and the providers publish. We will not invent a coverage map. If a Housing Court case is filed, ask legal aid and the courthouse that day whether you qualify. Do not wait for a flyer.

Housing Court Answers and borough legal-aid offices are the practical doors people actually use. Confirm the current intake with them. A national campaign PDF is not that intake.

Stay Housed LA, LAHD, and Housing Rights Center are Los Angeles doors. They do not hear a Bronx case. CAT and 211info are Oregon doors. HUD is the federal discrimination floor everywhere — including New York — and still does not pause Housing Court.

The National Tenants Bill of Rights is a campaign. NLIHC’s own page says “when enacted.” New York’s rules are in state law, the Housing Maintenance Code, and — for some units only — HCR regulation. Cite the office. Do not paste a campaign as the lease.

oregonrentersrights.org ranks in Oregon because the domain is the query. Stay Housed ranks in Los Angeles because it is the eviction brand. New York has no single equivalent domain on our competitor list — which is why a renter googling “NYC tenant rights HPD or Housing Court” needs a map, not a reprint of HPD’s brochure.
