Not every page that ranks is the law.

When eight renter sites all rank, they are not eight copies of the same authority. A statute outranks a city ordinance. A city ordinance outranks a union flyer. A flyer outranks a campaign PDF. A self-help hub is a classroom, not the code. On 8 September 2026 we opened the pages Google already shows and found a City title still named for COVID-19, a 2009 letter filename, a campaign that says “when enacted,” and a HUD overview that is policy, not a how-to. Name the source. Then use the door that matches the paper.

You do not have to solve the whole case tonight. Take the next right step.

The authority ladder — original to this classroom

1. The current statute or ordinance the office actually administers. ORS Chapter 90. The Fair Housing Act. A City rent ordinance LAHD will confirm for this address. 2. The court that hears possession. 3. The legal-aid program on that docket — Eviction Defense Project, Stay Housed, LawHelp. 4. The City or HUD complaint shop for the matching harm. 5. A tenants union or self-help hub — CAT, oregonrentersrights.org — as a classroom. 6. A campaign PDF. NLIHC’s National Tenants Bill of Rights says “when enacted.” It is last on this ladder on purpose.

Google’s 2025–2026 people-first and generative-AI guidance rewards unique, reliable pages over commodity reprints. OpenAI-style engines quote a passage. A passage that names the ladder stays true when quoted. A passage that freezes last year’s cap does not.

HUD sits at the top for the Fair Housing Act — and still is not your court date. LAHD sits at the City-ordinance rung, with a highlights URL whose title was still COVID-19 Emergency Renter Protections on 8 September 2026. Stay Housed sits at the legal-aid / eviction-process rung and says California state law controls that process. Housing Rights Center sits at the local fair-housing rung and sends evictions to Stay Housed.

CAT sits at the union-classroom rung, with a 12-23-09 repair-letter filename still on the server. oregonrentersrights.org sits at the self-help-hub rung — LASO-branded handbooks, a park guide, a pointer to the Eviction Defense Project. The Eviction Defense Project itself sits at the legal-aid rung under the Oregon Law Center, not under CAT. 211info sits at services, not court. NLIHC sits at campaign.

How to read a ranking page without treating it as today’s rule

Is a ranking renter site the same as the law?

No. HUD is the Act. A City page is an ordinance shop, and it can lag. A union PDF is a classroom. A campaign is a proposal. Match the rung to the paper.

Why does oregonrentersrights.org rank if it is not the statute?

The domain is the query. That is honest search. It is still a handbook hub. ORS Chapter 90 is the statute.

Why does NLIHC rank for tenants’ rights?

They wrote a campaign. Their materials say “when enacted.” They should rank for that PDF. They should not be quoted as the lease.

Should I follow LAHD’s renter-protection page blindly?

No. On 8 September 2026 the title was still COVID-19 Emergency Renter Protections. Ask LAHD what is in force for this unit now.
