Portland

Portland is not the same as Oregon — and not CAT.

A Portland renter stands under Oregon Revised Statutes Chapter 90, plus a City overlay through Portland Rental Services, plus a tenants union (Community Alliance of Tenants), plus regional 211 (211info). Those are four different jobs. Multnomah County Circuit Court hears Portland possession cases. A landlord notice is not an FED. If the paper names the court, Oregon Law Help the same day. You do not have to solve the whole case tonight.

You do not have to solve the whole case tonight. Take the next right step.

If you are scared tonight

You still have rights in this unit. A landlord notice is not an eviction. Keep the paper. Photograph every page. If it names Multnomah County Circuit Court, a case number, or a date to appear, that is an FED — forcible entry and detainer. Oregon Law Help the same day. You do not have to solve it tonight.

Danger: 911. Mental-health crisis: 988. Domestic violence: 1-800-799-7233. Rent, shelter, food, utilities in Oregon and southwest Washington: 211 — the operator is 211info.org.

Portland’s four doors, in order

ORS Chapter 90 is the statewide landlord-tenant statute. Community Alliance of Tenants names overlays renters search: SB 608, SB 611, House Bill 2001. The names are real. The current text is a now-question. We will not reprint a cap or a day-count from a CAT PDF whose filename includes 2020.

Portland Rental Services is the City layer — local rules and a City desk that CAT is not, and that Chapter 90 is not by itself. Coverage and what the City currently administers are questions for that office. This classroom names the office. It does not guess your address into a program.

Community Alliance of Tenants is a tenants union. Education, organizing, a hotline they publish on oregoncat.org/know-your-rights. They are not Portland Rental Services. They are not Oregon Law Help. They are not the court.

oregonrentersrights.org is a self-help hub with handbooks and a pointer to the Eviction Defense Project. Useful. Not the statute. Their own guides say they are not a substitute for legal advice. 211info finds services. It does not take the FED.

Why “Oregon renters rights” is the wrong first search in Portland

oregonrentersrights.org ranks because the domain is the query. That is correct for a statewide handbook. A Portland renter also has a City overlay. Searching only the statewide hub can skip Rental Services. Searching only CAT can skip the statute. Searching only 211info can skip the court.

Stay Housed LA is not this docket. LAHD is not this rent board. HUD is the federal discrimination floor — Fair Housing Council of Oregon is the local discrimination door. An FED is still Oregon Law Help.

What we opened on 8 September 2026

CAT’s Know Your Rights page still hosts a repair-request sample whose filename includes 12-23-09. oregonrentersrights.org still has no visible date and no schema — Housing Self-Help Guides and PDFs. 211info’s homepage is still a service search, not a tenant-rights classroom. Those observations are why this page exists: cite them, use them, do not copy a stale figure into a third site.

Questions

Direct answers

Is Portland Rental Services the same as Community Alliance of Tenants?

No. Rental Services is a City of Portland office. CAT is a tenants union. ORS Chapter 90 is the statute. Three different jobs.

Is oregonrentersrights.org the official Portland page?

No. It is a statewide self-help hub. It is not ORS Chapter 90 and not Portland Rental Services. Useful handbooks. Not the City overlay.

What is an FED in Portland?

Forcible entry and detainer — the circuit-court case to recover possession. In Portland that is Multnomah County Circuit Court. A landlord notice is a step. Papers that name the court are a case.

Can 211info stop a Portland eviction?

No. 211info is 211 for Oregon and southwest Washington. It finds rent, shelter, food, utilities. It does not take an FED. Oregon Law Help is the court door.

Does Oregon just-cause apply in Portland?

Oregon is unusual: some rent and termination rules operate statewide in Chapter 90, including overlays CAT names as SB 608 and SB 611. Portland adds more. What is in force for this address is a now-question. Read the current statute and ask Rental Services. We will not invent a cap.

Where do I start tonight in Portland?

Keep the paper. If Multnomah County Circuit Court is named, Oregon Law Help the same day. If it is only a landlord notice, date it, then use CAT or oregonrentersrights.org as a classroom — and confirm Chapter 90. City overlay: Portland Rental Services. Services: 211info.
